Luis Montgomery, PE, CPESC
Co-Founder
Luis Montgomery co-founded 2IM Group in 2006 and has spent more than two decades helping clients navigate complex transportation, aviation, drainage, and infrastructure projects. Known for his expertise in stormwater management, sustainable drainage systems, and environmental compliance, Luis has led projects for agencies including the Illinois Tollway, Chicago Department of Aviation, and O'Hare International Airport.
Today, Luis serves as a Market Sector Lead for MacKay, helping drive strategic growth and client service across the organization. While his role has expanded, he remains actively involved with clients and the continued success of the Chicago team.
Orhan Ilgaz Ulger, PE
Co-Founder
Orhan Ulger co-founded 2IM Group and brings extensive experience in transportation engineering, drainage design, stormwater management, and infrastructure development. Throughout his career, he has managed and provided quality oversight for projects serving the Illinois Tollway, Illinois Department of Transportation, Chicago Transit Authority, Chicago Department of Transportation, and numerous local agencies throughout the Midwest.
As Vice President of MacKay's Midwest Region, Orhan provides leadership and strategic direction for the company's continued growth and operations throughout the region. He remains actively engaged with clients, project teams, and the ongoing success of the Chicago office.
Tim Barry, PE
Branch Manager
Tim Barry, PE, serves as Branch Manager of 2IM Group’s Chicago office. With more than 30 years of experience in highway planning and design, he provides leadership in project delivery, operations, staff development, and business growth. Tim is committed to building strong client relationships, mentoring teams, and delivering transportation solutions that support the communities they serve.
Dennis Kasner
Director of Operations
Dennis brings 30 years' experience in the engineering consulting services industry. He supports the development and performance of 2IM Group, including future growth and provides strategic leadership in marketing, finance, administration, human resources, and service delivery.
Gary Paradoski, PE, CPESC
Director of Engineering
Gary Paradoski is the Director of Engineering at 2IM Group, with over 30 years of experience in civil and environmental engineering. He specializes in green infrastructure, watershed planning, and stormwater management. Previously, Gary was President of Aqua Vitae Engineering. A licensed Professional Engineer in eight states, Gary’s leadership drives innovative, sustainable solutions for clients.
Carl Bova, PE
Aviation Lead
Carl has over 40 years in professional consulting organizations, with progressive responsibilities on all aspects of water resources, transportation, municipal, and site civil engineering projects, demonstrating a wide array of abilities as an engineer.
Lisa Nielsen, PE
Environmental Lead
Lisa joined 2IM Group, LLC in 2013 as the Environmental Lead. She is responsible for providing advice and guidance on soils management for various Tollway projects, preparing various Environmental Site Assessments, and performing environmental compliance and permitting for various clients.
Brian Ruddy, PE, CPESC
Erosion & Sediment Control Lead
Brian Ruddy joined 2IM Group in 2012. He is the Erosion & Sediment Control Lead and provides Drainage technical support for the Illinois Tollway General Engineering Consultant.
Vincent Bobade, PMP
Signal Engineer Lead
Vincent is a highly motivated and knowledgeable Signal Engineer with experience in railroad signal systems design and testing, a profound knowledge of team building and project management. Design knowledge focus on Positive Train Control (PTC) and field personnel management.
